I untick all in IPv4 and IPv6 and disable all tap-adapters in ncpa. Then i uninstall all tap-adapters in devmgmt. Over time about a week or month they coming back, it's like clean spam folder in my e-mail box.
Somebody testing it or this file come back again? Go to your system32 directory, and search for tap and tapoas. Delete all the files that show up using administrative rights if asked. Obtain a program called PsExecit can be found tap win32 adapter v8 the windows support forums as well, but I'm not sure if I am allowed to link here. A simple google search will do the trick.
